Temporary Safety Electric Fence

January 18, 2020

In recent years, under the guidance of standardized management and standardization work instructions, personnel at all levels have standardized the work process of safety production, improved the quality of maintenance, and achieved remarkable results in the management of electric power safety. However, there are few professional safety management materials for substation maintenance site safety fences, combined with the actual situation of maintenance sites in substations, research on the standardization settings of safety fences for overhaul of various equipments in substations, and hopes to set the inspection site for operators. Provide the basis and standards for safety fences, standardize the scope of activities of maintenance personnel, make the setting of safety fence more clear, complete and reasonable.

Security fences can be divided into temporary fences and permanent fences. Temporary fence: It is used to isolate the operation area of the substation equipment from the maintenance area. It is a temporary security measure that encloses the inspection work area according to the task. Permanent fence: It is the isolated network wall or isolation barrier, which is generally used to isolate the substation production (high voltage equipment) area from the production activity area. Proper use of the safety fence ensures that the operator maintains a sufficient safety distance from the live equipment and prevents the staff from leaving the wrong spaces.

Temporary security fences are divided into temporary protective fences and temporary reminder fences. Temporary protective barriers are suitable for the following places: safe passages or along edge parts such as platforms; platforms, trenches, holes, etc. that need to be temporarily opened around; etc.; Temporary barriers are applicable to the following places: places where high altitude may fall; Safe access; need to be temporarily opened around the platform, trenches, holes, etc. Temporary reminder fences (barriers) can be divided into piles of activity fences, small flag ropes, mesh fences, fence-like fences and band fences, and other enclosed fences.

Temporary fence setting principle The isolation barriers between the substation production activity area and the production area shall be locked and closed.

2. Substation _T for site safety arrangements should meet the requirements of the following “State Grid Corporation of Electricity Safety Work Regulations” (substations) in relation to various safety distances.

3. The layout of the safety fence can adopt the method of enclosing the equipment and the way of enclosing the equipment.

4. The safety fence needs to be complete, firm, and horizontal and vertical. Measures must be taken to prevent the dumping of the fence. The strength and clearance should meet the protection requirements and ensure that the safety fence is maintained in a standard state.

5. When working on indoor high-voltage equipment, temporary barriers should be installed on the opposite side of the work site, at intervals between equipment running on both sides, and passages where traffic is prohibited, and a “stopping, high-voltage hazard!” signboard should be hung on the temporary fence.

6. When working on outdoor high-voltage equipment, safety barriers should be installed around the work site to isolate it from the high-voltage live parts, so as to maintain a sufficient safety distance between the work personnel and the live parts.

7. Work on a semi-high-profile power distribution device, and hang “up and down!” signs on the stairs up and down the staff. In the work area-N, close the temporary fence with the adjacent live equipment and hang the “stop, high-voltage danger!” signboard, prohibit the maintenance personnel from passing, and set the semi-closed temporary fence on the other side.

8. Working on a high-profile power distribution device, __Ding’s staff hangs “from here on down!” on the stairs up and down.

9. For the equipment construction and overhaul work in the substation, it is required that the inspection channel be closely connected with the inspection area fence. It is necessary to set up additional maintenance passages with clear markings so that maintenance personnel can regulate the area of operation in the equipment area.

10. Safety barriers and access roads should be set up as much as possible to meet the safety requirements in order to facilitate the access of vehicles and workers.

11. When setting up a fence, it is necessary to check whether there are busbars in the various aspects of the operator, lead off-line liveliness, and whether the adjacent interval is electrified, which may cause electrified parts of the electricians who are getting electric shocks to surround the working area. Should be clearly informed in the security notice, T vote, and set up a special hazard sign.

12. Temporary fences can only reserve one entrance and exit, located in a place convenient for l-leaf I. The direction of the population should be far away from the live equipment, and the size can be determined according to the specific circumstances of the site.

13. If there is a need to move in and out of large equipment in the work area, the responsible person and the operator confirm the site conditions, and then the operator will change the safety fence on site. After the vehicle enters or exits, the operator will return the fence to normal.

14. When the substation modification and expansion project is completed, the fully enclosed safety fence shall be demolished or changed and shall be implemented by construction and maintenance personnel with the consent of the on-duty operator.

15. The operating personnel and operators shall monitor the status of the site's safety fences, and find that the anomalies should be dealt with in a timely manner so as to keep the site's safety fences well.

16. No one of the work licensor or the person in charge of the work may dismantle the mobile Security Fencing without permission. If there is a special situation in the work that needs to be changed, the consent of the other party shall be obtained first, and after the relevant measures are taken, the safety fencing shall be changed and restored in time. Changes should be recorded in the logbook.
